On August 13, the Equipment Industry Development Center of the Ministry of Industry and Information Technology issued a notice that a passenger car Dual-Integral configuration information database would be established, and the product double-integral configuration information serial number of the Bulletin (referred to as “double-integral configuration ID”) would be created. The double-integral configuration ID corresponding to the Dual-Integral configuration information database of passenger cars would be used to extract pairs in the qualification certificate information system. According to the output, the workload of enterprise reporting will be reduced, and the matching accuracy of vehicle type information and output will be improved.

The “Double Integral Policy”, namely the Parallel Management Method of Average Fuel Consumption and New Energy Vehicle Integral for Passenger Vehicle Enterprises, was formally implemented in April this year. According to the policy requirements, the Ministry of Industry and Information Technology will issue a double integral accounting report by 30 June each year.

Because the data of double-product accounting report are calculated based on the parameters and sales of the corresponding models, but the data of model parameters and sales are in a separate state. There are two systems of announcement system and certification system respectively, which makes double-integral accounting more difficult. The double integral configuration ID can be used as the carrier to link the announcement system and the certification system, which is beneficial to simplify the double integral accounting.

The notice requests that from October 15, 2018, enterprises should fill in the field of “Double Integral Configuration ID” when uploading the electronic information of qualified certificate to the vehicle models existing in the “Bulletin” Double Integral Configuration Database.

For the Passenger Vehicle Qualification Certificate uploaded before October 15, 2018 and manufactured from January 1 to October 15, 2018, relevant enterprises should complete the information completion of double integral configuration ID by December 10, 2018.
